JOB PURPOSE
BAE Systems is the UK Government’s nominated Prime Contractor under the Government-to-Government arrangements that are in place to provide equipment, support and training to Saudi Arabia. We provide maintenance of Royal Saudi Air Force (RSAF) aircraft and train RSAF and Royal Saudi Naval Force personnel safely in a training environment in how to use their aircraft, equipment and weapons.

The role objective of the Ground Support Systems (GSS) Manager is to manage the delivery of GSS capability activities. The GSS Manager facilitates day-to-day liaison across the maintenance organisations, aircrew and the RSAF Squadron Commanders,to ensure the GSS capability supports the Typhoon flying programme. In addition the GSS Manager is responsible to GSS Operations Manager for the following:
- Ensure compliance with all governance requirements of the Operational Framework including, ITAR, LCM, planning, monitoring, change control, control of budgets and reporting of the Salam Operations contract performance to meet both customer and business requirements
- Ensure effective management of Safety, SHE and Quality Assurance across all GSS related activities, including compliance with all related regulations, policies and procedures
- The management of effective provisioning, installation, configuration and operation of hardware and software related to the GSS Operational infrastructure, IAW all delivered GSS Approved Data
- Ensure that maintenance is always undertaken within Approved Data and in accordance with recognised maintenance standards and practices
- Act as line manager for the GSS team leaders with responsibility for assessing performance and competence, welfare and for supporting career development
- Provide specialist input to the strategic development of the GSS capability
- Implement GSS governance arrangements iaw the GSS Management Plan
- Deputise for the GSS Operations Manager, with appropriate delegations as necessary
JOB ACCOUNTABILITIES
- Understand the Internal Business Plan (IBP), how the IBP achieves Business objectives and convey to the team how their respective roles align with the IBP
- Ensure the GSS administration team possesses the required resources and capabilities to effectively deliver the GSS Administration Service
- Ensure that the GSS teams are led, developed and motivated to ensure they are aware of their responsibilities and capable of fulfilling them
- Ensure compliance with governance requirements (applicable M&CA Mandates and the Operational Framework including, ITAR, LCM, planning, monitoring, change control, control of budgets), customer requirements (Regulatory Framework for Logistics (RFL)) and contractual requirements (Salam Support Service contract)
- Provide operational IT & Infrastructure assessments relating to the performance of the various in-service GSS hardware solutions supporting Typhoon Operations
- Provide business reporting of GSS performance against requirement in the Salam contract, covering all aspects of the GSS Administration Service
- Sustain and improve RSAF Typhoon GSS business through meeting customer requirements, exceeding customer expectations, addressing audit findings, adopting GSS leading practise and identifying new business opportunities
- Represent the GSS area of operations at both Senior Company and Customer events and reviews
- Manage GSS inputs to the WSUM, Integration, OPR, SCAR and BPR
- Produce regular manpower and any ad-hoc organisational reports as required highlighting recruitment, RSAF GSS Consolidation, Saudisation and any other related manpower issues
- Ensure the programmed delivery of all GSS upgrades are embodied and accepted as agreed with the RSAF customer, liaising with key business partners where necessary
- Support the UK capability delivery teams, in terms of local support, RSAF engagement and adherence to Salam Information Management Governance
- Implement GSS governance and management arrangements, detailed in the GSS Management Plan, including local procedures, assurance, authorisations, etc
- Develop and maintain the GSS authorisations framework, including recommending the 2-yearly re-authorisation of all GSS administrators following competence reviews
- Establish and maintain a network of key stakeholders across BAES SA, Salam, design organisations, customer, suppliers, government and partner organisations
- Oversee the development of local stakeholder networks by GSS team leaders, including RSAF Computer Squadron Commanders, IMS and other deployed application leads across all RSAF or Service Delivery locations
- Propose to the GSS Ops Manager how the GSS capability and service delivery should be appropriately reflected in Salam’s Maintenance Organisation Exposition (MOE), Continuing Airworthiness Management Exposition (CAME) and Flying Organisation Exposition (FOE)
- Support M&CA governance activities such as GSS JD/tag reviews, development of a GSS competence framework, GSS competence assessments, GSS recruitment and M&CA audits.
RECRUITMENT SPECIFICATION
Essential
- A recognised qualification to NVQ3/ONC/OND/BTEC level in a relevant technical or IT or computer or Engineering or science discipline, or a technical apprenticeship, or suitable equivalent technical qualification acceptable to M&CA.
- NVQ5/BTEC/HND or Degree in a relevant technical or computer science discipline, acceptable to M&CA
Desirable
- Chartered Engineer with Membership of an appropriate professional institute such as Saudi Council of Engineers, Royal Aeronautical Society or Institute of Engineering & Technology.
RECRUITMENT
Essential:
- GSS Manager: extensive proven relevant experience in operational Information Technology. IMS Manager: extensive proven relevant work experience in aircraft maintenance
- Have extensive proven experience in a relevant management role
- At least a Practitioner level of knowledge of Continuing Airworthiness
- A Practitioner level of skills in support aircraft ground capability, such as mission planning or maintenance management systems
- At least a Familiar level of knowledge of aircraft operation environments and of the aircraft weapon system
- At least a Practitioner level of skills for managing maintenance in workshops
- A Practitioner level of Management and Leadership experience, ideally gained in the defence aviation domain
- A Practitioner level of communication skills.
Desirable:
- Knowledge of BAES Saudi Arabia and the Royal Saudi Air Force
- Broad aerospace and defence company / industry knowledge.
